Not sure of the details for your scene, but you may want to look at using a Bend
material. On one material, just use your bitmap in the Diffuse Color map slot.
On the other material, do the same, but also include a Raytrace map in the
Reflection slot.

For the Mask in the Blend, that is where you would be the bitmap that is black
and white, to define the areas that are to reflect and not reflect.

You may need to apply a UVW Mapping modifier, set to Planar. Make sure the Map
Channels for all the bitmaps are set to the same Map Channel number in the UVW
Mapping modifier.
