Almost certainly 1 of 3 things. Check the following.
The latest DirectX.
The latest drivers for you graphics card.
Mouse drivers (believe it or not) can cause this. If you have installed
mouse-specific drivers (MS Intellimouse for example) then uninstall them
and use the default ones built into windows.
