Working from the very beginning, which may not be the same as your case.

Testing Scene:
1. Reset max
2. Create Biped
3. Create a link of 3 Bones
4. Select the 3 Bones
5. Link to Biped Head
6. Rotate Head

Results of test. Yes, when I rotate the Head, the Bones follow.

Is that what you wanted to know, or is it something more complicated? Are you
having a problem linking the Bones to a Biped part? If so, what problems are you
having?
