Mike, I completely second that and also vote for this feature to be implemented.
In the meantime, you might want to look at the script package of "Comet
Cartoons". It contains a script that creates a master cam which follows its
child cams and you can set the ranges appropriately. I think it does pretty much
what you want. 

But all that becomes really tricky when you have overlapping ranges, say Cam1: 0
- 200 Frames, Cam2 190- 250 frames. This sometimes happens if you don't know yet
where you are going to cut and you still want to render all these ranges
(basically the opposite of the case you described of frames being cut out). Then
you would probably need a different timeline for the master camera. So the
Master Camera displays Frame 201 but all the object states are at 190.

As this will go deep into MAX's implementation I don't think that something like
that will ever be implemented although it would be worth a lot in terms of
making the rendering of such scenes much easier.
