regarding css

I would like to know the best and the most comprehensive book on CSS.

It should cover things like 1) Two column Layout 2) Three column Layout.

It should contain step-by step explanations of the process of designing pages in
professional websites.It should contain abundant examples of these.It should
contain all the advanced features.

Also pls tell me about the best tutorial sites on the Internet.

Start by going through the tutorials from
http://www.w3schools.com/css/default.asp. As for the 2/3 column layouts, these
can be achieved by using floats which will be covered in these tutorials.

Also, look at sites such as http://www.positioniseverything.net which will show
you various bugs that browsers have.
