What do you mean with "lock"? How were they locked?

I downloaded some aspx file there are lock there. I think it would be nice to
put the lock in my aspx file in the production site. how can I do this ?

That usually means that the file is read-only. It's an attribute you can change
in the file system. Start explorer, navigate to the file and right-click and
choose properties. At the bottom you will see the attributes.

Most of the time when you download the file, it does not allow you to edit or
give you some message when you try to edit. If you look at the tab on the top
aspx file. It has a little lock icon there.
