how to make Index topic clickable inan eBook?

is there a way to have it so that when the reader clicks on a topic in the
index, it takes them directly to that page?
ie, Conclusion.........page 115

when they click on that it takes them directly to page 115, without having to
scroll.

You'll probably have better luck asking in the InDesign Forum, as I am not sure
about the best way to automatically set up links within InDesign for an Index.
But once you have done this you'll need to turn on Hyperlinks when exporting PDF
from InDesign:

  * Select File->Adobe PDF Presets->Define...
  * Select File->Export...
  * Name the file, and make sure format is Adobe PDF in the Export dialog
  * In the General pane of the Export Adobe PDF turn on the
"Hyperlinks" checkbox
  * Choose whatever other options you want and click Export

If your InDesign document had the hyperlinks, then the resulting PDF should now
have the hyperlinks. Good Luck
