I created a document using Standard 8.1.1 In the security settings, I selected
no copy and no print, but I did NOT restrict opening the document. That is
reflected in the rundown of the security policy for the document.

I would guess the file was damaged in transit. If you use FTP, be sure
to use binary FTP.
To check this, download the file directly, rather than trying to view
it. See if it opens after downloading.
