How can I posterize time with a wiggled parameter?
In my example I want to wiggle scale 2X a second, but I don't want the smooth
interpolation between wiggle values -- I'm looking for a hold keyframe type
look, where values instantly jump from one value to the next.

Add this as the first line of your expression before the wiggle:
