Try re-installing Encore from the installer DVD.

And make sure you tick the box to install the Functional Content too.
If this is all done, there should be a stack of files there.

Are you absolutely certain you ticked the install functional content option?
If not, have you tried looking for it manually on the DVD?
The file should be called (possibly) something like
