Chapter Playlist Item being Ignored

I have a dvd-9 that is 1 timeline and I have about a halfdozen chapter
playlists. 3 of the playlists feature 1 section of the show that plays, then
skips to another section (this item is different in each of the playlists), then
moves on to the rest of the playlist. When I make the video ts folders on the
hd, it works fine. When I burn an image file, then make the final dvd, it skips
the other section mentioned above. There is a slight hesitation, then it ignores
the other section and moves on to the rest of the playlist. In short, what is
supposed to happen is playlist item 1 is supposed to go to playlist item 2, then
3 and so on. What is really happening on the final disk (not the hd) is playlist
item 1 plays, then a hesitation, then playlist item 3. I re-inserted playlist
item 1 and tried again with the same results. I have not tried burning the disk
from the video ts folder that worked yet.
