I have exported a video from Premiere to Encore with chapters. Is there anyway I
can make the DVD pause at the end of each chapter?

Put each chapter in a separate timeline, then link the end actions of the
timelines to static menus. Each static menu should have a still image of the
last frame of its linking timeline.
Things to consider:
Do you want the next chapter to auto-start after a defined-length pause, or do
you want manual control of when the next chaper begins?

This seems like a lot of work to me.
If you're editing in Premiere, why would you want to undo all your work and do
it again in Encore?

Tom,
Often there is more than one way to accomplish a given task in Encore.
For example:
Depending on what version of Encore is used, a more elegant solution would be to
have an end action set for each chapter, with the end action linking to a static
menu.
The method that I outlined in post #1 is version-independent. The aforementioned
considerations still apply. Other menu designs will also work - it's just a
matter of how the author wants the finished disc to appear and function.
