VBR 2-pass makes the encoder "smarter" because it can use the data
from the first pass to refine its decisions in the second pass.
A smarter encoder can pack higher image quality into the same file size.
Professional encoders ($$$$$) will do many passes (nine or more) to squeeze
every last pixel of image quality out of the encoder.
