I've been working with EyeTV and 720p sources. I was completely disillusioned
with the ability to step down the frame rate and size of this video source to
make a standard 16X9 DVD using Toast. The picture quality is good, but the
conversion of the frame rate ( I'm no expert - is it de-telecining or
something?) results in horrible stuttering and skipping. I want to use Encore
specifically as an encoder to get higher quality motion when converting from
59.94 to 29.97. I have tried the freeware such as ffmpeg and I even once worked
out an elaborate command line for mencoder which resulted in 29.97 that looked
good but was completely unacceptable for preserving audio and video
synchronization on any but the shortest clips (a minute or so in length).

Compliant video to produce a DVD (per past reading)
NTSC: 720x480 or 720x486 (or 704x480) at 29.97 or 23.976 fps
or PAL: 720x576 (or 704x576) at 25 fps
Encode audio to AC3 or PCM for best player compatibility NOTE that 704-wide is
"less good" per a recent message in that it may (will?) need to be
re-transcoded by Encore
From what I have read here, your file simply does not fit the DVD specification,
and won't work in Encore

Encoding is not video editing.
Here are compatible video specs according to Encore CS3 help. Please note I
haven't gotten as far as transcoding, so the output intention isn't relevant
yet. I just want to get my file into a timeline without any apparent corruption.
I only completed a short project to see if the corruption might be just
cosmetic. If that were the case, there's very little chance that the perceptible
problem would bear such a close resemblance to the problem observed in the
monitor window. Because my files' specs are included in this list, shouldn't the
files be displayed correctly in the monitor on being added to a Timeline?
Frame rates and sizes for high-definition video formats are as follows.
Standard
NTSC
PAL
Frame rate (frames per second)
23.976p
29.97i
59.94p
25i
50p
Frame size (pixels)
720 x 480
1280 x 720
1440 x 1080
1920 x 1080
720 x 576
