A file with a .dv extension is probably a raw DV file, i.e. it is video encoded
with a DV codec, but without a "wrapper".
A file with a .mov extension has a "mov" wrapper and can have video
with a DV codec inside it.
I don't think that Encore can import a raw .dv file. Please have a look at this
Premiere Pro thread for a possible solution:

The 4GB restriction is for the maximum file size on a drive formatted as FAT32
(external harddisks usually come pre-formatted as FAT32). NTFS formatted drives
have a maximum file size of 2TB - larger than the capacity of any single drive.
