Proc Amp for Premiere

What I'd like is software that will let me do proc-amp adjustment when I'm
capturing analog footage. When I say proc amp, I mean real-time, on-the-fly
adjustments to luminance, black level, chroma and hue.

I've used the Velocity NLE software, which had this feature built-in. I've been
told by Adobe and Matrox that their products lack this feature. Proc-amp can
only be applied as an effect AFTER footage is captured.

Does anyone know of a third-party software that can do capture proc-amp with
Premiere Pro? Aside from using a hardware proc amp, are their any software
solutions or workarounds to this?
