Little Help? - PP2 will ONLY perform Audio Follows Video

Two cam shoot, I only want audio from cam 1 but cam 2 edits always take audio
track 2.

I believe all setup is correct, and have played extensively with the "audio
follows video" toggle, understanding that I do not want it in effect -- No
matter where its set, it always does AFV.

The only way I can get the proper audio is to cut and paste in a copy of cam 1
into the audio 2 track. This wouldn’t be a huge issue if I didnt have numerous
shoots with many takes to edit with footage carrying unmatched Tc. Am i missing
something?

I understand why it happens in a sequence, say if you change from Cam 1 to Cam
2. It's supposed to work that way. But with the AFV unchecked, the first time
through the multicamera monitor it really shouldn't happen.
