The people that created the tree survey may not have used the same
coordinate system that the rest of the project is on. First, though, open
the tree dwg and check that the BASE variable is set to 0,0,0 (type BASE).
If it's not, set it to 0,0,0 and try again (you could also check the BASE of
the other xref dwgs and see if they might be using a non 0,0,0 base point
for insertion). Otherwise as Larry says, you will have to determine at
least 2 common points between the tree dwg and any of the other xrefs. If
there aren't any points in common you'll have to either guess (nota good
idea if there's any importance to the tree locations) or contact the people
who created it to have them identify points that you can use to rectify it.
Once you get 2 common points in your tree dwg you can open it, xref in one
of the other project dwgs, and use the ALIGN command to align the survey to
your project.

overlaid.
They recently sent a tree survey for a small area in dxf format which i
converted to a dwg and tried to overlay as an x ref. I can't get it to
