We have been promised this by management, but so far, it has only been lip
service.

"Then you implement with a core team selected by the above with
authorization from the above to do it and enforce it."

This too was the "plan", but we made the mistake of letting too many
people be involved, and many things either get lost in translation, or the nay
sayers usually get to have the final word

"The troops must be fully aware it's a do or get dismissed option for
compliance."

This too was promised from management, but when it comes time to play hardball,
management has a hard time justifying terminating "good" workers who
have been employed for 20+ years vs. those of us who are trying to implement the
changes in the first place.

"If all the above are not in place, you are doomed to failure. Nothing you
can do alone to fix it."
