When you get close to the line, do you see a tick mark at the center?
What's happening is that once you hover over the line, it activates a tick
mark over the center of the circle. You can't snap to this point until you
move your cursor to the center, at which time the actual marker comes up
(and if you've got "magnet" on, it'll jump to it once you get close
enough).
The snap is activated when the marker appears, and that is when your line
will start at the snap point.

library of an electrical connection point drawn as a donut (LWPOLYLINE). If
I want to draw a line from the center of this object, I can select

"cent" and move the aperture close to the object and it will snap to

With the running Osnap on, I select line, move the aperture close to the
object, I can see the cross mark in the center of the donut, then click near
the object and the line starts from wherever I click not grabbing the center
point as it does when just doing this manually selecting "cent" as the
start
point.
This is not something I typically do, I am just using this as an example to
get a point across to try to understand why this does not working using the
running Osnap. It seems to me that you should be able to perform the same
