The closest you can come in the current releases of Tuxedo to preventing the
call from being made in the first place is to use the TPNOBLOCK flag. 
Unfortunately that won't prevent file transfers from occurring.  I would suggest
contacting BEA Support and asking them file an enhancement request for Tuxedo to
allow controlling whether file transfers should be allowed or not.  I think this
is a reasonable request as having file transfers occur when the system is truly
overloaded simply causes it to be more overloaded.

With regards to the second issue, can you please post your UBBCONFIG file? 
Server spawning should allow you to set thresholds where additional servers
would be started up.  Although server spawning can cause problems of its own
(starting additional servers when the existing CPU resources are already over
utilized just adds to the problem)  in your case it should be able to help as
you say the CPU is only around 50% utilized.  Also if you post the output of
tmadmin PSR and PSC when you see 50% idle CPU and lots of work queued that would
be great!
