At the risk of sounding cynical, "good software ideas" are
ten-a-penny.
The critical question is whether the funding exists to move forward 
with the idea.

There is a good reservoir of resource available, but they normally 
need the assurance of adequate funding before investing their time 
even in a preliminary review.
