Hi all,
I'd like to know how do I create a, for example, 10 seconds sample from an
Mp3 track.

Check out http://dsp-worx.de
It has many [Delphi] open source audio processing components.
One of the many filters it's provides is a DirectShow Interface to the
LAME encoder: http://dsp-worx.de/?n=10
