I imagine they very well CAN behave that way...and that would be GREAT.

I guess they don't because, well, who knows.  I think there should be a 
little bit of a marriage between the two.  I love the way Civil 3D blocks, 
labels etc. auto-scale with the viewport.  But you can't choose which 
annotation scale if you want to override the text heights on a per viewport 
basis.  AutoCAD annotation can do this.

I wouldn't hold my breath waiting for the AutoCAD gang to get up to speed 
with this.

Maybe Manchester can add the annotative scale thing though.
