I like parts of both............neither perfect all the time.
Annotative text: Too much effort (relative to Civil3D labels)
Civil 3D labels: Not enough options for multiple scales (location, leaders,
etc.)
At this point, I'm reasonably happy with both and cannot imagine how I would
marry the two, but hopefully someone will figure out a nice way of doing so.

Why can't Annotative Text behave like Civil3D Labels.
They could have a style, a defined PS height and all they would require
would be a regen or regenall to display correctly.
I as a designer could place each type of text on a different layer that are
either VPFrozen of Shown... TEXT-GENERAL, TEXT-DETAIL, ... etc. I often
already have text on multiple layers TEXT-STORM, TEXT-SANITARY... etc.
Just my two cents.!
