Scaling text xy not text size

I wish, oh autoCAD gods, that there could be a scaling method that only scaled
the positioning of the xy coordinates and not the size of the text in
paperspace. For example I'm working on something right now that requires me to
make an expanded detail area of a park with a mass of grading notations text in
the same area on the detail as on the original larger version of the park. That
way I could copy the text from paperspace at a scale of 1:20 over to the detail
sheet of 1:5 and then scale it up per location but the text size would not
change. Man would this reduce labor for my office in many
