Do you have IIS installed. This is done by going to Add/Remove Programs
(appwiz.cpl) and choosing the Windows Components button. Then you can install
it from there. You may need to go into your
C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727 folder and from the cmd prompt
runaspnet_regiis -i
You can also access IIS from start->run and type inetmgr
Another option if you just want to check Community Server out is to download the
demo package, as it does not require IIS.
I hope this helps.

Thanks for the reply.
I checked in the windows programs and the square icon is highlighted in blue
which I think means it is.
Also Net framework version 3 is installed but I also have the folder below where
you said.
C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727
I am not sure how to get the cmd prompt though?

Should I run it on XP?

Yes, I would run it on XP. I know that it will run on Vista, but at this point
it has not been widely tested on Vista. Also, when I was using Vista for any
ASP.NET programs, like Community Server, I had to do something funky in IIS to
get ASP.NET to work correctly. So I would recommend running it on XP, or even
2003 if you have access to that.
