Access is denied: 'RSS.NET'.

Periodically, when I try to access my Control Panel, I instead get an ASP.NET
error page showing the above exception message. The full exception detail is:

The only solution that I have found which works reliably is to delete the entire
bin directory and re-upload it. Sometimes this fixes the problem for several
weeks; sometimes it fails again within minutes. I have not found any accurate
way to determine what is prompting the failure. Re-uploading the entire bin
directory is not a viable option. Does anyone have any idea what could be
causing this, or any suggestions as to how to determine what the problem is?

Sounds like somehow the permissions on the bin folder are getting reset to not
include the Network Service.  Contact your hosting provider
