Hello,
There is no menu pointing to that tool. If you click and hold down on
the shape (node) tool, you will get a flyout menu. The power line tool
is on that flyout, and when you click on it, the context menu will
change so you can adjust the settings.
All the tool buttons with little arrows in the corners will fly out.
