Peter,

If you convert fonts to curves on a file with a lot of text, you will find 
the file size grows dramatically over embedding the fonts. You will also see 
the screen display of the text degrade since the benefits of fonts (with 
hinting) no longer exist.

It really depends on your goal with a PDF. If I was choosing a PDF for a 
prepress application, that doesn't include re-importing the file into 
CorelDRAW. In fact, I would send a CDR file with embedded fonts if that is 
what was needed. I just wonder if you are using a PDF file in a situation 
where another format would be a better choice.

It's amazing that the basic "settings" for Publish to PDF are not 
expanded without asking for them; it is equally amazing how many users 
never even notice the "settings" button on that dialogue.

And, of course, Foster is absolutely correct when he says the file size 
will increase dramatically and screen appearance will be somewhere 
between horrendous and ghastly. Even printing will suffer some 
degradation. If it's going to press directly, embedded subset of fonts 
is by far the best option. Just beware some new fonts from some 
foundries won't permit embedding, which leaves me wondering if the 
creator of those fonts have any idea what a font is for! (also some 
ancient fonts accidentally don't permit embedding as "don't permit 
embedding" is a fairly new specification in a field which used to be 
ignored.)

Publishing to PDF for pre-press embeds fonts because it is the standard for 
the pre-press industry.  No proper PDF pre-press workflow will ever open 
your PDF in any application other than Acrobat with standardized or 
proprietary plugins for imposition and trapping.  Fonts as curves are best 
relegated to PDF files that will be placed into other graphic editing 
application such as Illustrator, CorelDRAW or page layout applications.

When I apply "PDF for Prepress" in PDF export, it seems it embeds
fonts 
in stead of outlining them. For some reason, this seems like a bad 
practice, as not even Corel Draw will be able to reimport the PDF on 
another system.

Have any of you found a way to import PDF files with embedded fonts?

Or should "PDF to Prepress" in reality be exported with "fonts to
curves"?

Of course it should - be exported with "fonts to curves"!!!
But if you have full Adobe Acrobat you can convert and save pdf with text as 
curves and then import for ex. to Corel.
