Hi,
How would I lock/restrain the dimension tool to a vertical or horizontal
measurement, i.e. turning off the automatic switching between vertical and
horizontal? (like it's possible in Corel Draw X3 for instance).

There are special tools for this in the Dimension Tool flyout.
