That's because what you are speaking about is the Tool Options palette, 
which provides various options for the different tools.  Being called a 
palette you would have found it under View>Palettes rather than View>
Toolbars.

Any icon I click on from the left hand side tools, no tool bars for them 
appear along the top. They were there this morning.

I have tried "Customise" and they are all ticked as being there. Tried
View 
Tool Bars, all there (in theory).

Where have they gone, I need them. Hope someone can help me.
