Is the problem how to tell PSP about that color by code? Click a 
color box on the Materials Palette--either the foreground color or 
the background color. The Material dialog appears. Near the bottom 
of that dialog is an entry line labeled HTML. Enter your color code 
there.

Or is the problem how to make a gradient in PSP? Start with Help > 
Contents > Working with Colors and Materials > Choosing Gradients. 
Do write back if more questions arise.

Your question has no specific meaning. The image you posted
has 107 unique colors. However, you have specified only one
color of the result image. What should be the colors of the
remaining 106 colors?

Perhaps you want to retain the lightness variation of the
original image but replace the hue and saturation of the
result image with the values for color #ECF4DC. If so, do
Layers > New Raster Layer, flood fill the new layer with
color #ECF4DC, and set the blend mode of the filled layer
to Color (Legacy). Now save the image using File > Export >
GIF Optimizer. It will look like the attached image. By the
way, if you save in PNG format using the same number of colors
and the same color reduction method (I recommend 128 colors
and Optimized Octree) you will have a much smaller file.

OK. The top_grad3.gif image contains 107 different colors. Which one 
do you want to change to #ECF4DC? If we can understand where you 
want to go, we can probably give good directions.
I am going to make a stab in the dark and guess that you want to 
preserve the lightness and saturation of top_grad3.gif, but change 
the hue to the hue of color #ECF4DC. This is how I prepared 
top_grad3_Green.gif:
1. Image > Increase Color Depth to 16 Million Colors.
2. Layers > New Raster Layer, Blend Mode = Hue (Legacy).
3. Fetch the Flood Fill tool.
4. Click on the Foreground and Stroke Properties box in the 
Materials Palette. On the Color tab of the Material dialog, set HTML 
= #ECF4DC.
5. Click on the image, filling the Hue layer with your color.
6. File > Export > GIF Optimizer. Select no transparency, 256 
colors, and Optimized Octree color selection.

  Find the Hue saturation and lightness value of #ECF4DC = H-56 S-133 L-232. 
Entering the html code in the colour picker and reading the HSL.
Now increase the colour depth to 16mill colours and open the Hue saturation 
and lightness filter enter those values  hue easy that's 56 but saturation 
scale is 0 to 100 so 133 will be just over half way say 60 and 232 is nearly 
256 which =100 so start at say 90 and its changed colour but all washed out 
owing to the high lightness so adjust that back until you can make out the 
gradient

Hello,
 Im busy to make a menu for a site.
Now the menu has this as a background-picture.
But i need a picture with the colorcode : #ECF4DC
How can i change this the best.
