I was having this same problem and same error message with .png files on
Windows XP and PSP9. The solution was posted in another newsgroup here;
you have to associate PSP with .png files within the program and also
associate it with PSP in Windows. I don't know if there is something
different will file associations in Vista, but this corrected the
problem in Windows XP.
