Hi Mike -
Although I haven't used it in exactly the manner you're looking for, you
could use the eraser on a large size, set to a low density, like maybe 10 or
20 depending on your image. Click it around on top of your image whereever
you want the effect. Keep playing with it and you can "undo" things
until
you get what you like. If you want the rippling, too, you can use the warp
brush.
