Something else I forgot. In place of the Displacement Map filter,
which might seem a bit mysterious, you can use the Warp Brush.
You can either use the Push mode to deform the text locally or
you can use a Noise mode with a large brush to jiggle the text.
The higher the Noise setting the more fine jiggles there will
be. If everything seems to be shooting about the image too
rapidly for you to control, turn down the Strength setting.
