When using a scanner the default resolution for color is set at 150. I can
change it in custom options, but have to do it for each scan
Is there a way to set the default to another value. The user preferences
default is set to 300 but it does not seem to affect the scan

The scanner resolution is set in your scanner's interface, not by PSP.
Whether or not you can change the default resolution shown in your
scanner's interface will depend on the specific scanner software and what
it allows.
