Color to Target?

I have a tutorial that calls for Color to Target but doesn't tell me 
where that is.  Can someone please direct me to that function?

Aha!!  Thank you, Tim.  The tutorial actually said Color to Target, but 
that must be the thing she meant.

Color To Target is the old name of one of the modes of the
Retouch brush in PSP 7 and earlier. It is equivalent to Change
To Target set to a Mode of Color in PSP 8 and later versions.
In the HSL color space, the lightness L is retained while the
color (i.e. the combination of Hue, H, and Saturation, S) is
taken from the foreground color swatch.

I presume you mean "Change to Target". To get to it you click on one
of the 
small downward pointing arrows beside one of the icons on the Tools toolbar.
