It is cloning properly. However, I suspect you haven't set it
up correctly for you application. If you look in the Material
Palette you will most likely find you have a Texture set for
the foreground material. In PSP the material texture controls
the transparency of brush impressions, including among the
brush tools the Clone tool. Where the texture is black the
impression is transparent and where the texture is white the
impression is opaque. Grey gives intermediate transparency.

Duh! Let me repeat that. Duh!
I had just used that texture on another photo - stupid of me not to
recogonize it.

Whenever brushes seem to go weird check four things:
1. Tool Options settings. Press Reset in the Presets droplist
when in doubt.
2. Brush Variance settings. Press Reset in the Brush Variance
Palette and then make sure tablet pressure is not enabled
for any setting.
3. Make sure your material doesn't have a texture associated
with it.
4. Make sure there is no selection in your image controlling
where you can paint. If there is one then Selections >
Select None will not be greyed out and you should apply it.
In the case of the Clone Brush also make sure that the active
layer is not transparent where you are clicking to establish
the source. If it is then change the active layer or check
Sample Merged in the Tool Options. The various gotchas can be
unobvious.
