PSP 9 does have the warp brush. Jan, check it out under Help >
Index, Warp Brush. It will quite likely do what you need.

In PSP 9 there are two warp tools - Mesh Warp and the Warp
Brush - that do what Liquify does in PS. The Warp Brush
respects selections so you can achieve the effect of masks
in Liquify. Because the tools are built into PSP you don't

Later versions of PSP have the warp tools to achieve comparable effects
