What is the software that makes the characters in the above commercials
appear cartoonish? I seem to recall an effect with PSP that renders a
similar result on still images . Any help would be appreciated. Thank you,

Thanks, that works for the still images with some work to get the look
smoother. Any idea for the video? Steve T.

Have you tried Effects> Artistic Effects> Posterize?

after effects for well of amateurs the pros have some stuff especially for
the Mac Like lightworks
