Once you open the images they aren't JPEGs or any other file
format. File formats are for files. Images open in PSP are
device-independent bitmaps.

Here we have a first problem. In the Text tool, the foreground
color (left click of the Eyedropper tool) is the Stroke (i.e.
outline) color for the text. The background color (right click
of the Eyedropper tool is the Fill (i.e. interior) color for
the text. Be aware that the outline or Stroke will not show on
the text in your image if the Stroke Width setting in the Tool
Options is zero. As a result, setting the color in the wrong
swatch leaves fertile ground for all sorts of confusion about
which color you have set where.

You may have Remember Text checked in your Text Entry dialog.
Perhaps misleadingly "Remember Text" means "remember the text
string and all the settings associated with it". It should really
say "Remember Text And Settings". (It's also possible you have
All Tools unchecked when it should be checked, or you have
confused yourself by setting the color of the wrong swatch.)

Remove the Remember Text checkmark, type some text setting some
different color for it, and apply it to the image. Undo what you
did with Edit > Undo. Now try using the text tool again as above
except for setting the text color in the *background* swatch of
course. If your problem is not with Remember Text naturally this
won't fix your problem.

Try this. Do not select any color. Click on Image A to place
your text and type the text into the Text Entry dialog box.
Then highlight all the text or simply press Ctrl-A to select it.
With the Text Entry dialog still open, move the cursor over the
background color swatch. It will turn into an eyedropper. Press
and hold Ctrl. Then move the cursor over to Image B and click
to sample the color. The text on Image A should now change
color to the color you just sampled.

It's either user error or some problem with the installation of
PSP on your particular computer. I say this because everyone
else but you can place text of the desired color. It also seems
you are a little unfamiliar with the Text tool because you are
trying to select the text color in the wrong swatch.

Follow my suggestions. Keep All Tools checked and Remember Text
unchecked at all times. Also start by setting the color for the
text in the background swatch, not the foreground swatch. If you
still have trouble set the color of the text after the fact,
either in the way I described above or by selecting the text
after it is placed and then choosing Properties from the right
click context menu. If none of these suggestions work (and I'm
pretty sure they will if you follow them slavishly) then
uninstall PSP, run the Corel registry clean-up tool found here
http://snurl.com/1vm72 and reinstall PSP.

I posted here before for this problem and never got any consistent success
with the suggested fixes. So I'm going to try it again, hoping that it's
just a case of I didn't explain the problem correctly.
Here's what I'm trying to do:
1. I have 2 images open. Both jpegs. Image-A is just a white background.
Image-B is a white background with some blue text.
2. I want to use the Dropper Tool to select the blue color from the text in
Image-B, and create new text in Image-A with that color of blue.
3. I go through the process of left-clicking on the blue text, then switch
to the other image, Image-A.
4. After switching to Image-A I choose the Text Tool. At that point the
foreground color on the Materials palate is still the blue shade that I
selected from Image-B
5. As soon as I type the first letter in the Text Tool box the foreground
color in the Materials palate changes to black. Not what I wanted!!
Now back to the suggestions from the previous time that I posted on this;
It was suggested to remove the checkmark for "remember text" in the
Text
Tool. And also try it without the checkmark on the Materials palate for
"All Tools". I've tried it both ways. For both tools. And different
combinations of each. Same result.
Is this a software bug? This can't possibly be how this is supposed to
work, since it "isn't working"!!
Any suggestions?

Ok I tried your suggestion below. While right-clicking on the text in
image-B, while holding the Ctrl key, nothing happens. If I instead do the
same thing, except click on the blue background in image-B, the text in
image-A turns white. If I then click on the blue text on image-B, the text
in image-A turns black! So I am now guessing the problem is with my install
of PSP. So the next step I'm going to try is uninstall, and the registry
cleanup.
Just to be clear, the directions you gave are different than those on the
link you give; it says run MSIcleanup as your first step, vs unistalling
PSP first, as you said.

This is getting bizarre. I removed PSX with the program you recommended.
And still have that same problem - no change. But now I have a NEW problem.
No matter which font I choose, I get these weird points around the edges of
the text. Take a look at the attached image. The font is Verdanan, but it
really doesn't matter which font I use.

What version of PSP X do you have? It should be 10.03. If
not, download and install the updates, starting with 10.01
if your version is 10.0.
And is your Operating System Windows XP?
