Make sure you have the Foreground Material set to what you want to circle 
the person with, and the Background Material set to Transparent (Null). 
With these settings in the Materials palette, you will get a "stroke",
or 
outline (the size you select for the Width parameter on the Tool Options 
palette), with no Fill, which seems to be your problem.  Suz

You might tell us what you are doing as in which tool and how But you might 
like to place it on a new layer then you can lower the opacity using the 
slider in the layers pallet

Set the background color to Transparent aka Null. If you are
using the Preset Shape tool, uncheck Retain Style in the Tool
Options. Go look in the Help to understand how stroke (i.e.
outline) colors (foreground swatch) and fill (i.e. interior)
colors work with vector objects.
