what effect is this?

Third and last attempt at this posting. Downloaded this image and would like 
to know how this was done, roughly. Is this a filter or a good artist at

Maybe the cat looks like that. You might get that effect with the smudge 
brush or warp brush or bit of both

Looks like Fractalius. <soapbox> Nonetheless, good artists also use
filters, 
just depends on how they're put to use. Filters are tools that can  be used 
with creativity and artistry, or they can be used poorly -  just like any 
other graphics tool ;-) </soapbox>
