Does anyone know how to do this? Check this site out to see an example of
what I would like to do in PSP 7. Click on the "Gallery" button to see
the
actual photos used to create the black & white vector images.

Sure. You look at the photo and then make a sketch similar to the
photo using vector tools with gradient fills. It's done with hand
work and talent, not some automagic software. Some art training
would be a help if you intend to do this. A tablet would make the
sketching easier compared to using a mouse.

Sometimes, depending on the original photo, you can get lucky and
capture some of the effect by applying the Threshold filter (see
attached). However, that's only going to work in rare cases and
won't capture all of the features one would want to represent in
the sketch.

Well as she says on her site.
1. How do you make them, and what do I need to send you?
I work from a digital photo as reference, which you email to me. I will then
use this photo to illustrate/draw into a vector portrait. A “vector” picture
just means that it can be scaled up to any size without a loss in
resolution.
Or does trace over the image with the pentool Make more sense

Everything in the other responses are right on the mark...after looking at
the site I am sure they are produced in Either Photoshop or Adobe
Illustrator, as they have the ability to "stroke the path" with a
brush,
which is what gives the lines in some of the illustrations a wispy fading
look, unfortunately we PSP users dont have that option but with some
creative line making and careful use of the eraser you can produce similar
results with PSP using the pen tool...There is an excellent tutorial written
by Melissa Clifton you might be interested in...

While it is written for photoshop it is an excellent guide to learning to do
line art..heres a couple of examples of some work I have done with the
pentool in PSP.
