If you hold down the Shift key while dragging out the ellipse it will
constrain it to a circle.

I have an ellipse but not a circle in the preset shapes. I googled but with
no luck.
anyone know where I can find a circle preset shape to download?
Anyone know why it isn't there in PSP7?

A circle is a special form of an ellipse, one where the major
and minor axes of the ellipse are the same size and equal to
the radius of the circle.

You don't need to download anything. Press and hold Shift before
dragging out the shape. The ellipse will be constrained to be a
circle. Similarly, if you hold Shift the rectangle shape will be
constrained to a square. Left mouse drags out the shape from a
corner while right mouse drags it out from the center.
