| PSP 7 won't open images from Win Explorer |

I have used Paint Shop Pro 7 for a long time and I love it.
At work if I double click an image in Windows Explorer it opens Paint Shop
Pro but only shows a browser window it does not open the image I just
clicked on nor is the browser in the folder of the image. It always in the
default folder c:\...
Is there something turned off? The only way I can open an image is to open
PSP browse to the folder then find the image. This is very annoying since we
have tons of photos that need modified. I looked in the folder settings of
Windows Explorer and it has this.
[open("%1")]
which I assume is correct.
