Cropping means cutting off the outside edges of an image to make
the image smaller. Since you've cut these bits off they aren't
there for you to work on. I suspect you mean something other than
cropping.
One thing you can do is make a selection inside your image, which
could be rectangular or some other arbitrary shape. A selection
restricts changes or edits to the image to happen only in the
selected area. If you do Selections > Invert you will select what
was previously unselected and deselect what was previously selected.
For example, if you make a rectangular selection in the center of
your image and then do Selections > Invert you will select the
border of the image between its edges and the original selection.
Perhaps this is what you mean.
If you were to explain what exactly you wanted to have happen to
your image without worrying about how to do it we might be able to
give you more exact and meaningful suggestions. For instance, I
can't tell whether or not you are trying to create an image with
a hole in the middle as if you had removed the center (turning it
transparent) to leave only the border region of the image. (That
could be one reason you used the word "crop" in your question.)
If this is what you want to do various considerations enter the
picture depending on how you later want to use the image. However,
it's no use getting into all that if this is of no interest to you.

I think you may be mistaking crop with selection. Certainly you can invert a
selection. Selections invert or Shift+Ctrl+I.
Not much you can do with a crop area other then move it or change its size
and Crop Ie cut away the unwanted area out side of the crop area.

After cropping an area in an image, you can do various things inside
that area. What if I wanted to work instead on the outside of the

Spandex, you were very perceptive to mention a hole and center.
I have scans of record labels, some show the sleeve as well
which I'm removing. By selecting with the Circle object (tool?)
then Shift+Ctrl+I, I can flood fill over the sleeve nicely. And
keep a perfect circular outline.
