| transferring Painter image to flash |

I want to create backgrounds in painter to incorporate as a layer into
flash mx. Then, I want to create a character in painter, import this
character into flash as an independent layer for animating it upon the
background...think a pastoral scene, green grass, a blue sky, puffy clouds,
with an animated bird flying across this field. Can I start all of this in
painter, then import into flash successfully? I cannot seem to create a
character in painter independent of a canvas. Flash does not seem to
recognize a .rif file.

You could try to save as a Photoshop file (psd) which will preserve
layers, and which Flash may recognize. The riff file format is currently
not documented for public consumption, so it's not surprising that Flash
does not know what to do with it.
