I'm interested in seeing some tutorials on Painter Elements 3.0. I've
used numerous searches on the net with no luck.

I think you must mean Painter Essentials 3?
You'll find some tutorials in the Painter IX newsletter, The Painter
Canvas that can be used with Painter Essentials 3:

You are right - Painter Essentials 3- my bad. I'll look through the
archived newsletters. I'm still open for other web-sites.
